Dear Mr. Gent,

Following on the publication in the "Dock & Harbour Authority" of the late Sir David Owen's report on the harbour of Hong-Kong, and of the com- ments made thereon by Mr. John Duncan, formerly Engineer to the Port, it seemed to me desirable, with your concurrence, to write a short letter to the paper dealing with one aspect of Mr. Duncan's criti- cism. In this he appears to question, rather by implication than directly, whether Dir David was fully informed.

I enclose a draft of my letter which speaks for itself. If, however, you do not think that any notice should be taken, or would like any alteration made in my letter, will you kindly let me know.

I have just come down from Scotland for a few days, and if it is not inconveniencing you I should be grateful to have your views. in time to dis- pose of the matter before I go North again on the 26th.

You may be interested to know that I had a letter, dated the 9th November, from Nicol in Hong- Kong, which only reached me in January, after the place had fallen into the hands of the Japanese. I wrote to his wife in Victoria, B.C., and heard from her a few days ago by letter dated the 13th April, that she had learned from a Colonel Ride, who escaped from Hong-Kong, that her husband was safe in the middle of March and interned in a Civilian Camp in Stanley. She also mentions the names of several others reported to be safe and similarly interned. You probably have
